The strategies of the neo-liberal economic paradigm were
operated through good governance and decentralization of development
activities. These programs are emanated from the global centres of power. The
strategies of neo-liberalism can be easily found in the chronicle of
participation, empowerment and civil society. In practice however, it is
widening the differences between the haves and knots, leading to rural, urban
divide.
